The geography of the researcher along with the geography of research, as opposed to the ideas contained in it, are the two important factors in an economics paper in general that determines who reads it and how it is read.
Like the morning after Trump’s election, a lot of soul searching on what happened to US society or the country we knew. But was always there in plain sight to many visitors. I never quite understood why development econ is based on geography, but not poverty/inequalities at home.

wow....I experienced something very similar with regard to a paper I was refereeing (in a highly respectable journal). It was plagiarized from a diff author (not me). I pointed it out in the report and alerted the editor.

The gatekeepers are vested in the current system because they derive rent from it. This makes it harder to move away and experiment with alternate models.
Also, wanted to know if the review process for conf proceedings works better than journals and, if yes, then why?

The surprise is not mass production of fake papers, but the fact that they got published in reputed journals in such high numbers. Complete failure of the refereeing process.
